I have not included in the return Special

Warrants authorising the Treasurer to pay sums which,

although not included in the general warrant, do not cause an excess on the subhead, e.g. a Special Warrant authori sing the Treasurer to pay from the subhead "Personal Emolument s" a language allowance or an acting allowance in accordance

with the general orders, the amount being met from savings

under the same subhead; or a Special Warrant enabling the

Treasurer to pay the salary of an additional Chinese

Subordinate Officer when such expenditure will not cause

an excess over the total amount originally provided under

Personal Emoluments. An item of this nature is of course

reported to you in the Quarterly Retum called for by

Colonial Regulation 366.
